This protocol is based on extracting data from the Treatment Episode Data SetAdmissions (TEDS-A), a data set that captures variables related to substance abuse treatment admissions such as the drugs used at the time of admission and whether there was a criminal justice system or school referral to treatment. Service settings include detoxification, inpatient hospitalization, rehabilitation, and ambulatory outpatient care. Demographic variables about the people admitted to treatment are available in this data set.

To obtain the most recent and past reports that provide the following information, see https://wwwdasis.samhsa.gov/dasis2/teds.htm.

  • Rates of treatment admissions for the U.S. and state level
  • Level of care for the U.S. and each state overall
  • Demographic subgroups
  • Type of service (e.g., Ambulatory outpatient or Intensive outpatient, residential/rehabilitation short-term [<31 days] or long-term [31+ days], hospital, detoxification ambulatory, and free standing residential or hospital based).

For data files available by year and concatenated across years, see https://wwwdasis.samhsa.gov/dasis2/teds.htm. Online tables will give detailed breakouts. Online or downloaded files can then be used to subset to specific groups (e.g., cannabis users treated in outpatient settings).There are also discharge data sets for a subset of 26 jurisdictions that include the full intake data, plus the length of stay and type of discharge.

Personnel and Training Required

Knowledge of the Treatment Episode Data Set (TEDS) and the Substance Abuse and Mental Health Data Archive (SAMHDA). The extracted data need to be analyzed in order to interpret the data for additional subgroups or cross tabs.

Equipment Needs

Access to a desktop/laptop computer with Internet access to download raw data from the Substance Abuse and Mental Health Data Archive (SAMDHA) website (http://www.icpsr.umich.edu/icpsrweb/SAMHDA/). Statistical packages (e.g., SPSS, SAS) for data manipulation.

Selection Rationale

Over 88% of youth and young adults and over half of all adults who receive substance abuse treatment do so with public funding. The amount and type of publicly provided treatment varies by state. The Treatment Episode Data Set (TEDS) is a registry of all publicly funded treatment admissions in the United States and can be used to describe the extent and type of services available by state. Each state has its own system (which often has more data) that is cross-walked to TEDS.

The TEDS Report is prepared by the Office of Applied Studies, Substance Abuse and Mental Health Services Administration (SAMHSA); Synectics or Management Decisions, Inc., Arlington, Virginia; and by RTI International in Research Triangle Park, North Carolina (RTI International is a trade name of Research Triangle Institute). Actual data collection is done by individual programs and reported through their single state authority (SSA).

A measure of the alcohol and drug abuse treatment admissions and level of care capacity available in a specific community, at the census tract level.


Using the Treatment Episode Data SetAdmissions (TEDS-A), this measure examines the admissions for alcohol and drug abuse treatment and level of care available in a given community. Data about the type of drugs (e.g., heroin, methamphetamines) and demographic characteristics of the people admitted to treatment can be obtained in this data set.
